The Brazilian audiovisual market stands at a critical juncture, where the vibrant creativity of independent productions and the influence of major players intertwine with the essential need for a robust and strategic public policy ecosystem. Discussions around public calls, funding, and sector regulation, such as those involving ANCINE and the Audiovisual Law, are not merely behind-the-scenes matters but are potent forces shaping the viability, diversity, and reach of Brazil's film and series. This dynamic interplay is crucial for understanding the sector's current state and future trajectory.

The Vital Connection: Creativity and Funding Mechanisms
When discussing audiovisual production, it's easy to focus solely on technical aspects: script, direction, editing, and cinematography. However, the reality for those on the ground in production is that bringing an idea to life often depends on a deep understanding and navigation of public calls and funding mechanisms. The Audiovisual Law, for instance, remains a fundamental pillar, but its effectiveness and scope hinge on updated regulations and clear producer comprehension of how to best utilize it.
Recent news regarding ANCINE's authorization for fundraising of approximately R$ 240 million is a positive sign. However, in practice, the tax complexities surrounding these funds can impact the final amount available for project execution. This is a nuance that goes beyond generic tutorials: simply knowing how to apply isn't enough; one must understand the financial and tax management of incentive funds to ensure they truly translate into quality content. Historically, the market has operated with the understanding that these funds are tied to project execution, not freely available revenue. However, vigilant oversight and new interpretations could alter this landscape, demanding increased attention from producers and tax lawyers in the sector.
The Efficiency Trade-off: Public Calls and Market Timing
A practical challenge we often encounter in our productions is timing. A public call may have a results announcement schedule that, however efficient, might not align with market opportunity windows. Imagine a production company with a promising project that could capture the attention of streaming platforms with a specific release period. If the public call results are delayed, or if the application period extends too long, the window of opportunity might close before the project is ready for launch or exploitation.
The Power of Independents and International Voice
Independent Brazilian cinema and series continue to be a fertile ground for new languages and narratives. The launch of the digital platform "Bancada da Pipoca" (Popcorn Stand) in August 2026 marks a significant milestone. By formalizing candidates' commitment to national industry agendas, the project demonstrates the sector's maturity in actively seeking its place on the political agenda. International recognition of this initiative, with a letter from the International Confederation of Audiovisual Authors (Avaci), reinforces the importance of a sovereign, fair, and sustainable audiovisual sector.
For us, as independent producers, seeing initiatives like this gain momentum is crucial. The collaboration of associations like API, Bravi, and Abraci, with the support of unions, creates a collective voice that cannot be ignored. This political articulation is not just about seeking more resources but about ensuring a regulatory environment that fosters a diversity of voices and the production of content reflecting Brazil's rich cultural tapestry.
Sustainability: A Rising Agenda in Audiovisual
Another point worthy of attention is the growing importance of sustainable practices in audiovisual production. The recognition Globo received from Mipcom and the UN for its sustainability practices, including its Zero Landfill model and the use of renewable energy, serves as an example and inspiration. While major players have more resources to invest in ecological transitions, awareness and adoption of greener practices, like the Green Production Guide, are becoming increasingly accessible and necessary for all types of productions, including independent ones.
The caveat here is that implementing sustainable practices often involves a higher initial cost or a learning curve. For low-budget productions, seeking sustainable alternatives can be challenging, but it's a challenge we must embrace. The future of our sector also depends on environmental and social responsibility, and public policies can and should encourage this transition.
ANCINE's Role and Policy Continuity
ANCINE, as the regulatory body, plays a central role in ensuring that funding mechanisms are efficient and transparent. The expectation is that the Agency will continue to foster a favorable production environment, encouraging diversity in genres, formats, and regional origins. The relationship between audience and content is also a point to observe. The record audience for the Copa do Brasil in São Paulo, achieved by TV Globo, demonstrates the power of television content in major events. However, we must not forget that the streaming market and new digital platforms require distinct production and distribution strategies.
Legislation and public policies need to dialogue with all these fronts. We need an ecosystem that supports the production of major television events, the creation of original series for platforms, documentaries that broaden our perspective on reality, and films that tell our stories with authenticity. The strength of Brazilian audiovisual lies in its capacity to adapt, innovate, and, above all, count on a legal and financial framework to sustain it on this journey.
