This new framework for the National Film Industry Funding Funds (Funcines) replaces the previous rule and addresses the historical underutilization of these financing mechanisms. For instance, between 2019 and 2024, Funcines funded only a small fraction of proposals, highlighting the urgent need for a comprehensive review.


Optimizing Access to Funding


The rationale behind this complete overhaul stems from outdated regulations that failed to keep pace with the sector's rapid transformations and the new regulatory framework for investment funds. The current directive updates investment policy, fostering critical alignment with the Securities and Exchange Commission (CVM). Financial institutions are now responsible for the establishment and governance of these funds, while ANCINE focuses on approving investment policies. This clear division of roles is essential for system efficiency.


The new rule mandates that administrators present strategic descriptions and detailed investment plans, signaling a greater commitment to transparency and targeted resource allocation. The agency's stated intention is to reverse the "underutilization scenario" through a broad review, ensuring that funds effectively catalyze Brazilian audiovisual production. To expedite processes, maximum deadlines for analyses and responses have been established, a crucial step for market agility.


Local Funding: The Importance of Cultural Calls for Proposals


Parallel to federal policies, state and municipal levels play a vital role in fostering the audiovisual sector. In São Paulo, for example, the City Hall, through its Municipal Secretariat of Culture and Creative Economy, has opened applications for the Municipal Cultural Spaces Award Call for Proposals. This initiative, part of the second cycle of the National Aldir Blanc Policy for Cultural Funding (PNAB), concretely demonstrates how public resources can ensure the continuity of artistic offerings in the city.


Rewarding Resilience and Access


A notable aspect of this call for proposals is its category dedicated to independent cinemas. Sixteen cultural agents responsible for venues that host ongoing activities will be selected, each receiving a R$ 50,000 award. The R$ 800,000 allocated specifically to this segment underscores the recognition of these venues' critical role in preserving the independent exhibition circuit, democratizing access to cinema, and safeguarding cultural spaces vital to urban identity.


Participation is open to private legal entities, whether non-profit or for-profit, engaged in artistic and cultural activities within the municipality. In total, the call plans to award 112 cultural agents, also encompassing theaters, bookstores, and circuses. With a total investment of R$ 5.6 million, this action reflects a keen focus on the diversity of the cultural ecosystem and the importance of maintaining the infrastructure that hosts and disseminates art.
